The Mental Health Bill published on 6 November comes with explanatory notes. It does, however, require extensive cross-referencing to the MHA 1983 in order to make sense of what, exactly, it would do. I have sought to do this exercise in the same way that I did for the draft Bill published in 2022. It is available here.
